When scouting with either insufficient Informatics, or too low a tower in the base you scouted from, you may get the following.

Few = 24

Pack = 49

Lots = 99

Horde = 249

Throng =  499

Swarm = 999

Zounds = 2,499

Legion = 4,999

Bulk = 10,000
Giga = 10,000 - “Infinite”

 

You can improve the results by researching Informatics to a higher level, but also need to build the beacon tower to the same level as the flat or town being scouted, as scouts return their report by semophore!
