When you hit 1000 population, blip tax rate up to 100% to gain an additional fast boost with the Tax Raising quest.
If you're great at keeping appointments every 15 minutes, Tax at 100%, but comfort EVERY 15 MINS with Disaster Relief.
If you forget and (for example) leave at 100% overnight you'll wake up with no population.
And no resources, no food and starved troops.
Don't then whinge to me. I'll just laugh. Lots.
Just like I did when I starved my own troops.

However, if you don't forget the comforting and set a 50% tax rate overnight it's a spendid plan that works very well indeed.
